Apologies for the Nessie-quality photographs. The bird in question is to the left of the centre of the first photograph and above and to the left of centre of the second photograph, under the bridge. This bird was black, had an unusually shaped neck, and spent a lot of its time diving under the water.

I think these are mostly short-billed gulls, except for there's one just right of center with a black bill I'm confused about. If that isn't a Short-billed, please let me know!
pink legs seem to me to mean Herring Gull
the one in the centre with black plastic wrapped around his neck :(
